Changi Airport Welcomes Significant Network Expansion by Express Integrators from Summer 2021

Changi Airport recently welcomed a wave of incremental flights and network expansion by express integrators – DHL Express and FedEx Express during this Summer season, which further entrenches Singapore’s air cargo hub status as an ideal conduit to facilitate quick and reliable express cargo in the region.

DHL Express has bolstered its flight network to serve growing demand between Asia Pacific and USA, as well as Europe, offering close to 2,350 tonnes in incremental weekly air capacity with its new fleet of Boeing 777 freighter aircraft. Operated by its partner airline Kalitta Air, the USA-based carrier is now flying a total of ten inbound and outbound flights weekly between USA and Singapore. Originating from Los Angeles, the flights will reach the DHL Express South Asia Hub in Singapore, via Sydney. From Singapore, the aircraft will make a stop in Hong Kong before returning to USA. In addition, Kalitta Air will operate a new flight route that plies between Singapore and Sydney with twelve weekly incremental flights.

Through AeroLogic, the joint venture cargo airline of DHL Express and Lufthansa Cargo, the airline will fly additional twelve times weekly B777F flights from Leipzig to Hong Kong and Singapore before making a stop at Bahrain and returning to Leipzig. By scheduling both Kalitta Air and AeroLogic flights to cross load in Singapore, the significance of DHL Express South Asia hub to serve as conduit for Oceania customers looking to expand their reach to the rest of Asia Pacific, USA and Europe has grown. The new dedicated flights and aircraft will also help to strengthen DHL’s service offerings to its customers and facilitate cross-border commerce as it leverages the South Asia Hub’s strategic location in Singapore.

Further to the developments above, DHL Express has also chartered flights with AirBridgeCargo Airlines to serve growing demands between Europe and Asia. The additional eight times weekly flights will operate into Singapore from Moscow and depart to Hong Kong.

From Summer 2021, FedEx Express has also introduced more flights, mainly between Singapore and Sydney, as well as Guangzhou. From the over forty weekly flights last Summer season, the express integrator is now operating almost sixty weekly flights this year via Changi and its South Pacific regional hub here.

Getting CEIV Pharma Certified

On 18 March 2021, Changi Airport organized a virtual outreach session for the local air cargo community to allow better appreciation of the value of the IATA Center of Excellence for Independent Validators in Pharmaceutical Logistics (CEIV Pharma) in growing their pharma airfreight business and to understand the process of attaining the industry certification.

During the webinar, IATA gave the webinar attendees a detailed outline of the scope and different milestones towards getting certified, while representatives from dnata Singapore, SATS and Singapore Airlines shared their valuable experiences as part of the pioneer group of companies which attained the certification and have recently undergone recertification.

During the panel discussion, the panelists agreed on the positive outlook for air pharma transportation in the coming years. It was also highlighted that IATA CEIV Pharma certification is the first certification which sets common pharma handling standards for the air cargo industry. With air freight being a key mode of transport for temperature-controlled pharmaceuticals, particularly for Singapore, there was a need to standardise the handling processes across the various players in the air cargo supply chain. The certification also enhances a company’s Quality Management framework through a thorough risk identification and mitigation process for pharmaceutical handling.

The panel also highlighted that shippers are increasingly assessing their air cargo supply chain partners based on their CEIV Pharma certification. The community approach towards the certification supports the broader recognition by shippers.

IATA also shared that increasingly, the air cargo industry is recognizing the value of the certification beyond marketing angle to support the development of their pharma offerings and continuous improvement of their processes.

First Person Interview with Dirk Goovaerts, Regional Chief Executive Officer, dnata

1. As the Regional CEO for Asia Pacific and being based in Singapore since 2019, what is your outlook for the Singapore air cargo hub and for the region?

Changi Airport is well-positioned to serve as a regional hub in Southeast Asia and Southwest Pacific, to facilitate onward connections and the efficient distribution of cargo like vaccines to support outlying cities in the region that lag in logistics infrastructure. In addition, several Southeast Asian nations are emerging to be the next global factories as manufacturing majors explore beyond China due to rising costs, which presents Singapore the opportunity to establish ourselves as a regional logistics hub. Changi’s extensive air network is complemented by Singapore’s position as a leading sea-port. With seamless air-sea connectivity, Singapore can offer customised solutions to both e-commerce companies and manufacturers.

To capitalise on these opportunities, our air cargo supply chain needs to offer seamless operations with end-to-end visibility underpinned by innovation and digitisation through a more connected air cargo ecosystem. dnata will continue to play an active role to support this by infusing best practice, international experience into the field and collaborating with other players in the ecosystem to ensure cross-pollination and alignment that benefits the entire local aviation community.

2. Since the start of 2020, the air cargo industry has been severely impacted by the ongoing Covid-19 pandemic such as grounding of passenger flights leading to global air cargo capacity shortfall and border closures causing manpower challenges. Notwithstanding the above, we noted that dnata has been adaptive in many ways. In your opinion, what was your greatest challenge since the onset of the pandemic and how had dnata overcome it?

Since the start of the pandemic, we have put the health and safety of our staff, customers and their passengers as a priority. Our teams worked round the clock to develop and implement comprehensive health and safety programmes, minimise touch points, enhance sanitisation and cleaning services across our operations.

Business continuity was also a primary focus and challenge from the beginning to minimise any possible disruption to our operations and ensure comprehensive plans for various scenarios.

Not only have we seen an increase in cargo volumes, we also faced with very erratic flight schedules and charter flights coming into Singapore. So instead of regular operations where handling of cargo volumes is spread out across the day, we have had to deal with peak periods handling considerable tonnage volumes at a time. Due to the irregular arrival of charter flights, with short notice at times, working hours and shifts had to be incredibly flexible. To adjust to the initial spike in express air cargo and e-commerce volumes amidst other challenges (like increased medical leave due to staff being extra precautious and the Malaysian border closure that affected the workforce of many companies in Singapore), we had to reassess our resources by adjusting shift patterns and rostering staff to optimise operations. dnata also redeployed staff from other departments like Customer Services and Ramp to support Cargo’s roles to supplement the workforce demand and reinforce our operational capacity to minimise the impact on customers. Simultaneously, the internal cross-deployment initiatives that we implemented will underpin our labour strength to facilitate even more air freight demand in future. I must commend our staff for displaying a positive spirit and immense teamwork throughout this period.

I would like to highlight talent retention as a key challenge for ground handlers to be able to support the aviation industry during the recovery of air travel. Working closely with local authorities and industry partners, dnata managed to redeploy hundreds of staff across our operations to support other industries facing labour shortage or increased demand due to the pandemic. The roles varied from postal officers to ambassadors supporting COVID- related community initiatives. These actions ultimately helped the company retain staff and their valuable skillset whilst supporting the community. Due to the excellent relationship with the local government, some of these initiatives are still ongoing.

We also focused on investing in our staff training to develop a wider pool of in-house skill sets that would allow us to redeploy across departments. With a strong emphasis on e-learning, our people’s upskilling efforts will allow the company to stay agile and build a workforce that can be redeployed internally on a broader scale.

3. dnata further enhanced its pharma handling capabilities in Singapore by launching cool dolly services in October last year. What is the value that this new service can bring to your customers involved in transporting temperature-sensitive cargo?

Key risk points identified when handling temperature-sensitive goods on the airport ground are the handover points where temperature fluctuations need to be managed. For example, when pharma cargo arrives on a passenger aircraft, it needs to be transported to our cool chain facility. As this journey could take up to 45 minutes under the hot sun, the cool dollies allow us to maintain the correct temperature throughout as the temperatures of the dollies can be remotely monitored. When moving the cargo out from the cool dolly, we have an airside dock that allows access directly onto our temperature-controlled facility to allow the smooth transfer without exposure to ambient temperatures. All these complement dnata’s state-of-the-art, 1,400 sqm cool chain facility which was designed and built with flexibility and unique product handling requirements in mind, taking advantage of the latest cold storage technologies and designs. As such, the dollies allow dnata to offer a temperature-controlled solution for the transportation of pharmaceutical and perishable cargo between dnata’s Coolchain facility and an aircraft that ensures the uncompromised integrity of the goods throughout the airport cold chain.

Providing temperature-controlled storage from -25°C up to +25°C, the cool dollies mitigate the risk of temperature deviations and contamination. They are also enabled with alarms on opening and closing and alerts if temperatures fluctuate above acceptable ranges. Fitted with solar panels, the cool dollies are both environmentally friendly and user-friendly. The units are also easy to maintain and clean, which is an essential consideration for pharma cargo.

4. The unprecedented disruptions to the global airfreight industry have accelerated the need for industry collaboration and digital transformation in order to achieve higher supply chain visibility and agility. As a key stakeholder in the Singapore air cargo supply chain, could you share dnata’s plans and involvement in digitalisation and in community building?

The Covid-19 pandemic has challenged the air cargo industry and significantly accelerated the need for change, especially in digitalisation and automation.

dnata has partnered with industry disruptors to incorporate additional automation, robotics and the use of AI into our warehouse. Improved IT systems now support our ability to leverage data analytics and predictive modelling tools to forecast flight volumes and cargo tonnages for optimal performance and improved customer service. We are also focusing on developing mobile applications to allow customers a more seamless experience and enhance operational visibility. To deliver more value for our customers, dnata has also recently started offering a range of solutions to fast-track time-sensitive imports.

Being part of the Changi Air Cargo Community Development Advisory Committee, dnata supports a collaborative approach to raise Changi’s status as a high-performance regional cargo hub. Co-developing new capabilities will ultimately attract more cargo volumes, benefitting the Singapore air cargo community.

dnata is also proud to be part of the Changi Ready Task Force to enhance the preparedness of our local air cargo community to support the timely and effective distribution of vaccines. We have been enhancing our cool chain infrastructure, equipment, training and certification over the years to support the growing demands for transporting temperature-controlled cargo. dnata is also well-positioned and equipped to play a vital role in supporting the airport’s more comprehensive strategy to boost Singapore’s reputation as a trusted regional air pharmaceutical hub through closer community collaboration.

As a founding member of the Air Cargo Netherlands community initiative about 20 years ago, I have personally seen other countries reaping the benefits of a community system for all its stakeholders. Therefore, I strongly support our Singapore community’s drive towards Changi Air Cargo Community System - an integrated digital cargo platform to improve operational insight and efficiency, provide visibility on KPIs in the supply chain, and create end-to-end transparency across the entire cargo community. Deduplication of information, optimisation of resources, a shared single version of the truth and operating as one instead of isolated silos will drive important benefits for all.
