Jointly organised by Singapore Aircargo Agents Association (SAAA@Singapore) and International Air Transport Association (IATA), Air Cargo Day 2021 was held on 12 November 2021 at Grand Mecure Roxy Hotel. Participants were also able to attend the event virtually. Held biannually since 2017, the theme for this year’s 3rd edition was Reconnect; Reflect; Revitalize.
The keynote speech by Guest-of-Honour Senior Minister of State, Ministry of Transport, Mr. Chee Hong Tat highlighted the need for the Singapore air cargo industry to continue to innovate and digitalise to remain competitive as a global aviation hub.
The first half of the event focused on air cargo developments and trends. IATA’s Global Head of Cargo Mr. Brendan Sullivan set the stage with an overview of air cargo performance in 2021 performance and offered insights on the near-term air cargo climate. While air cargo demand continues to be strong, surpassing global merchandise trades, capacity and supply chain issues remain to be key challenges facing the industry. The increase in dedicated freighter capacity still did not compensate for the loss of passenger bellyhold. In closing, Mr. Sullivan highlighted key priorities for the industry: sustainability, digitalization and safety.
Ms. Jaisey Yip from Changi Airport Group underlined the importance of digitalization and community collaboration for air cargo hubs to build resilience and competitive advantages in the post-pandemic world. She presented an update on the progress of Changi Air Cargo Community System (ACCS) and the Truck Dock Slot Booking (TDSB) use case. Towards the end of the presentation, there was a strong call to the local air cargo community to come board the TDSB trial and be part of the industry digital transformation journey.
Enterprise Singapore’s Executive Director, Mr. Law Chung Ming concluded the first track by updating the participants on various resources for Singapore-based air logistics companies to remain relevant in a digital world.
The second half of Air Cargo Day 2021 was centered on training developments on Dangerous Goods (DG) with speakers from IATA and SAAA@Singapore sharing on the changes involving on DG training and latest digital solutions for DG handling process to increase efficiency. The event concluded with a certification ceremony presented by IATA to SAAA@Singapore, to mark the milestone for being the first globally to achieve the IATA Competency-Based Training and Assessment Center (CBTA) - Excellence accreditation for DG training.

The Truck Dock Slot Booking (TDSB) is a community application and initiative under the Changi Air Cargo Community System (ACCS). TDSB benefits our cargo handlers, freight forwarders and the trucking companies by evening out cargo collection and lodgment and providing greater insights into landside activities at the airfreight terminals. The air cargo community can look forward to reduction in truck waiting time, resource optimisation and productivity improvements. Shorter truck waiting times would also further support the Changi aviation hub’s overall sustainability efforts to reduce carbon emissions.

Phase 1 of the TDSB trial commenced in March 2021. With valuable feedback provided by the initial pilot users, the application was refined along the way to enhance user experience. The pilot group has since expanded to 12 companies, comprising of the cargo handlers and 10 freight forwarders and trucking companies.
On 12 November 2021, the pilot group further cemented their commitment and support towards taking the TDSB initiative further for community-wide implementation through an MOU signing ceremony. The event was graced and witnessed by Mr. Ho Yuen Sang, Director of Aviation Industry, Civil Aviation Authority of Singapore.

What’s Next For TDSB?
Changi Airport Group (CAG) and the TDSB pilot stakeholders are continuing our work to ramp up slot bookings for both import and export processes. In conjunction, preparations for data integration are underway. With shipment information integrated to TDSB, the group will embark on Phase 2, which allow users to reap the benefits of a more streamlined work processes.
CAG will also be organising outreach events in the coming weeks to share more about the TDSB trial to the rest of our air cargo community and to expand the existing pilot group. These events will be open to all air cargo stakeholders. We will explain how TDSB will benefit the operations of freight forwarders and truckers.
SAAA Cargo Services is the world’s first organization to be presented the Certificate of Accreditation by IATA in achieving the IATA Competency-Based Training and Assessment Center (CBTA) - Excellence accreditation for Dangerous Goods (DG) training.
Under the 62nd Edition of DGR adopted in 2021, a competency- based approach to dangerous goods training and assessment (CBTA) will be the mandatory approach for DG training from 1 January 2023 onwards.
CBTA Center program for DG aims to establish a globally recognized and standardized accreditation program; promote co-operation and mutual recognition among stakeholders; as well as establish, maintain and monitor high standards of a training organization for DG on a worldwide and in a cost-effective manner, thereby ensuring safe, secure, efficient and sustainable air transport.
The CBTA Center - Excellence accreditation allow organizations that provide DG training and solutions services to show that their training design methodologies and best practices for CBTA meet and are benchmarked against IATA’s Dangerous Goods Regulations (DGR) guidelines.
Other types of CBTA Center accreditation includes the CBTA Center - Corporate accreditation (which certifies that organizations providing in-house training programs on DG meets the CBTA standards), and the CBTA Center - Provider accreditation (which certifies that the provider’s training programs for specific well- defined job functions on DG meet the CBTA standards).
We would like to congratulate SAAA Cargo Services for achieving the accreditation, as it shows the high standards of compliance to IATA CBTA Center program for providing DG training and is able to help support the industry by providing all round training solutions to help organizations implement DG training.

Messe München, the organizer of the world’s leading events for the transport logistics and air cargo sector has recently announced, jointly with key industry stakeholders Changi Airport Group, SATS Ltd and DHL Express, that the Southeast Asian edition of transport logistic and air cargo trade fair will take place in Singapore from 13 to 15 September 2023. This is the latest edition in the leading series of transport logistic and air cargo shows which include, India, China, Turkey, the United States and the world’s largest logistics event and parent show in Munich.
The Singapore Tourism Board (STB) and MMI Asia signed a Memorandum of Understanding on 15 November 2021 to organise the Southeast Asian edition of transport logistic and air cargo for multiple biennial editions in Singapore, starting 2023.
MMI Asia’s Director and General Manager, Michael Wilton said: “In a disrupted world, the logistics industry has had to adapt, change and remain flexible in order to meet the extraordinary demands the global economies have placed on their sector. 1. As an all-cargo airline, how has AirBridgeCargo been pivoting and adapting to the highly dynamic air cargo market in the last 2 years?
The last two years have been very dynamic but AirBridgeCargo, being part of Volga-Dnepr Group, has managed to cope with the unprecedented challenges, thanks to our over 30 years of experience and expertise. There are three pillars that helped us in weathering these turbulent times – adaptability, flexibility and speed. Adapting our products and services in line with the market demand, meeting our customers’ needs in terms of capacity and agreement terms, and our readiness to support humanitarian and healthcare missions have enabled us to operate smoothly during the last 18 months. In 2020, we have introduced new products in AirBridgeCargo, as well as across other carriers of the Volga- Dnepr Group and its strategic partner airlines. These included scheduled cargo services, ad-hoc charter operations, long-term charter programmes and ACMI leasing.
Naturally, adaptive operational prudence also played a critical role. In our Cargo Supermarket concept, we flexibly combine various aircraft types and our integrated logistics services. This is a time- saving tool for all involved, and has proved particularly successful during in the last two years. We have further strengthened our Cargo Supermarket concept to handle all requests and enquiries through a one-stop-shop and offer our customers the most suitable logistics solutions. This combination has been appreciated by the customers on a global scale, as it enables uninterrupted supply chains and stable operations for all stakeholders. Notwithstanding the above, we leave space for free sales (through various channels, including e-bookings), urgent charter options and prioritize healthcare shipments (to this date, we have transported around 15 million doses of vaccines and over 48,000 tonnes of COVID-19 related cargoes). This product and service range will allow us to follow our growth strategy path and exceed pre-COVID-19 results.
2. What are your views on ASEAN’s long-term air cargo growth prospects?
Going forward, ASEAN countries will drive the air cargo growth due to a number of reasons. Firstly, industrial production and trade recovery will ramp up export volumes from Asia, which is home to major manufacturers across the globe. On a global scale, cargo exports are expected to reach 6% growth per annum in 2022, with Asia-Europe and Asia-North America being the biggest contributing trade lanes (6% and 5% respectively, according to Seabury Consulting).
Secondly, due to sea freight logistics disruptions amid the pandemic, customers are choosing air freight solutions instead and opting for long-term commitments. In the past, ASEAN customers had relied on sea freight more, given the location of major seaports across the region. However, with the global containership shortage and very modest sea capacity increase in the years to come, port congestions, lower price differential between air and containership transport, lack of crew – all these factors are putting air freight at the frontline to provide enough capacity to keep the businesses flowing.
Last but not least, the growth of air cargo traffic in ASEAN will be driven by the continuing surge in certain industry verticals, among them being e-commerce, high-tech and healthcare. ASEAN will be the next major boom market for e-commerce in Asia Pacific, as its middle-class population reaches 400 million and Internet access expands at a torrid pace.
3. In your opinion, how do you see the future role of freighters in the region?
Freighters have been vital for the global logistics sector. Pre- pandemic, over 50% of air cargo traffic were carried by freighters, and freighters’ share have grown significantly in the past 18 months. With ASEAN being the major manufacturer of many finished products, as well as an important importer of US- and European-made goods, the region cannot do without all-cargo capacities to ensure the resilience of supply chains.
In the medium-term, we also envision strong, sustained growth of intra-regional trade within Asia Pacific, ASEAN, China and India continue to be among the world's fastest-growing emerging markets. Freighters will be essential to support this growth. According to Boeing’s forecast, freighter fleet will grow by 70% by 2040, and most of these freighters will be operating on global trade lanes and between major hubs – ASEAN is an indispensable and vital constituent of both.
