Changi Airport Calls for Interest From Local Air Logistics Companies to be CEIV Pharma Certified

On 7 February 2022, Changi Airport organized a virtual outreach session for the local air cargo community to enable better understanding of the IATA Center of Excellence for Independent Validators in Pharmaceutical Logistics (CEIV Pharma) certification, as well as the value of the program in growing their pharmaceuticals business.

During the webinar, Changi Airport provided an overview of the global and Singapore pharmaceuticals landscape. Global and Singapore’s air pharma trades have seen growth in recent years, by both volume and value. Based on Seabury Trade Database, Singapore’s air pharma trade volumes expanded by ~3% year-on- year in first eleven months of 2021. Changi Airport’s presentation was succeeded by IATA’s presentation on the various CEIV programs (Pharma, Fresh, Live Animals and Lithium Batteries), as well as a detailed briefing on getting CEIV Pharma certified.

Mr. Ni Sheng Jie, Regional Key Account Management Head, Healthcare, Asia Pacific from CEVA Logistics shared CEVA’s journey towards becoming a CEIV Pharma certified Freight Forwarder and the benefits the organisation had attained, which included obtaining improved operational expertise on pharmaceuticals, and providing more assurance to and meeting compliance of their customers. Based on an ongoing study by Pharma.Aero, the top goals that companies aim to achieve by becoming CEIV Pharma certified include growing their pharmaceutical volumes, improving recognition by global the pharmaceutical industry, obtaining specific handling expertise on pharmaceuticals, reducing internal quality issues on pharmaceutical handling, and reducing frequency and complexity of pharmaceutical audits.

Truck Dock Slot Booking (TDSB) Community Engagement Webinars

Together with the pilot group of 10 companies, comprising of cargo handlers and 8 freight forwarders and trucking companies, Changi Airport Group (CAG) implemented the Truck Dock Slot Booking (TDSB) trial last year. More recently, the pilot group conferred to cement their commitment and support towards advancing the TDSB initiative for community-wide implementation through an MOU signing ceremony.

As part of the series of efforts for community-wide implementation, Changi Airport and members of the pilot group organised a two-part TDSB outreach webinars in January 2022. The second webinar included a demonstration of TDSB web booking platform, as well as the mobile application for the truck drivers.

During the webinars, Changi Airport provided an overview of TDSB and highlighted the benefits of the application. Cargo handlers (dnata and SATS) and freight forwarder Alliance 21 shared how TDSB had benefited their respective organisations, and why the air cargo community should quickly adopt TDSB for cargo lodgement and collection at the airfreight terminals. From the cargo handlers’ perspective, TDSB provided greater landside visibility, which allows them to better plan their manpower on the ground and to optimise operational efficiency. Alliance 21 shared how the TDSB process has helped them reduce truck waiting time, thus increasing in productivity of their transportation team.

The two webinars received strong participation from the air cargo community with over 200 attendees across 110 organisations.

CAG calls upon the air cargo community members to collaborate on the TDSB initiative. Members of TDSB pilot group can look forward to Phase 2 of the trial, with integrated shipment details and added functionalities on the TDSB platform. First Person Interview with Maran Subrahmaniyan, Commander (Air Cargo), Immigration & Checkpoints Authority (ICA)

1. Since taking on the role as Commander, Air Cargo of Immigration & Checkpoints Authority (ICA), what have you set as key priorities?

I took over as Commander, Air Cargo in March 2020. Little did I know that the circuit breaker lockdowns would bring about a big change for my Command. Well, I am talking about the frenzy of online purchases through the e-commerce platforms. The volume of clearance at my Command increased dramatically when working from home became the norm. Since taking over, along with my team, I understood the importance of this significant shift in consumer behavior. We have come to terms that it is here to stay, and it was critical for me to prioritise collaboration and strengthen partnership with the different stakeholders in the air cargo community to deal with this paradigm shift.

Apart from this, ICA constantly works towards enhancing operational excellence and building capabilities for the future. In support of this, we have embarked on the New Clearance Concept (NCC) for Cargo, to provide a seamless and secure cargo clearance experience for the checkpoint users. My team and I will be working with the air cargo community to pilot new initiatives under this work stream.

2. The Covid-19 pandemic has accelerated the growth of cross-border e-commerce arising from work-from-home patterns. How has this trend impacted ICA in the clearance of e-commerce air shipments at Changi?

Many have been surprised by the exponential growth of e-commerce. For ICA, we cleared 10 million low value e-commerce goods in 2019. Just 12 months later, the numbers doubled to 21 million. The boom has not abated even after physical shops started opening.

We were overwhelmed initially but realized that there was an opportunity during this period of adversity. We knew that people were buying on-line because it was convenient and safe. With the cooperation of the companies engaged in e-commerce imports, ICA introduced the “Screening of Advance Manifest” or “SAM” in short. Through SAM, companies were encouraged to submit the cargo manifest electronically in advance. Previously, cargo manifest was presented as paper documents at the checkpoint during clearance. SAM initiative paved the way for ICA to screen the manifest early before the goods were presented at the Checkpoint. As we knew what was coming our way, waiting time for checks at the checkpoint became shorter for SAM participants. Paper-less clearance for ICA and companies, shorter waiting time at the checkpoints, and the public received their on-line purchases timely. More importantly, it was great to see the entire air cargo ecosystem, last mile service providers, public and ICA benefitting from this initiative.

I am thankful for the support shown by the air cargo community for SAM. Without the partnership, it would have been challenging to cope with the drastic increase in e-commerce air shipments. Since the inception of SAM in June 2020, we have made a number of improvements to the system from the feedback provided by the companies. We are working towards making this clearance fully electronic. I would like to urge more companies to come onboard SAM, and enjoy a more seamless cargo clearance process.

3. Digital transformation is a key enabler for the air cargo industry moving forward. As a key stakeholder in the air cargo ecosystem, how is ICA transforming itself? How would ICA’s digital ambitions benefit the Singapore air cargo community?

The New Clearance Concept is at the heart of ICA’s transformation journey for cargo clearance. It will focus on extending paperless clearance, automating clearance processes and strengthening detection capabilities. Currently, we are engaged in a number of pilot projects ranging from paperless clearance process for cargo permits, Artificial Intelligence (AI)-assisted image analysis, development of Optical Character Recognition (OCR) Cameras for parcels targeting. Collectively, this will improve clearance efficiency and reduce waiting time at the checkpoint, resulting in overall increased operational effectiveness.

The above would also enable trade facilitation without compromising security. None of this can be achieved by ICA alone. Only with the successful partnership of the air cargo community, we can draw on each other’s strength, be stronger and more efficient, thereby keeping Singapore safe and growing our nation as a global trade and air hub.

2. 2019冠病疫情促使了居家办公的模式,导致跨境电子商务的增加。这个趋势对ICA在樟宜机场电子商务航空货运通关工作带来什么影响?

很多人对电子商务俱增的趋势感到惊讶。ICA在2019年处理了1千万件的低价值电子商务货物。仅仅12个月后,这个数字就倍增到2.1千万件。即使实体商店开始回复营业,这个热潮仍然没有减弱。

起初我们有点无所适从,但我们意识到逆境中存在良机。我们知道消费者基于方便和安全的理由转向网上购物。ICA与从事电子商务进口的物流公司合作,推出了“筛选预报货物舱单”举措(“SAM”)。我们鼓励各公司利用SAM提前以电子方式提交货物舱单。在这之前,舱单是以纸质文件的形式在关卡进行通关手续时提供。通过SAM,ICA能在相关方在关卡显示货物通关之前就能提早筛选货物舱单。由于我们已经知道即将通关的货物资料,就能缩短各方在关卡等待通关的时间。由此,ICA和企业能实行无纸化的通关手续,缩短关卡等待时间,而公众能及时收到网购商品。更重要的是,整个航空货运生态系统、最后一英里服务提供商、消费者和ICA都能从这一个举措中受益。

我非常感谢航空货运社群对SAM的支持。如果没有大家的配合,我们在应对电子商务空运的急剧增长会面临很多挑战。自SAM于2020年6月推出以来,我们根据参与企业所提供的反馈,对系统进行了多项改善,并努力将通关手续完全电子化。在此我希望鼓励更多公司参与SAM,以享有更无缝的货物通关流程。

3. 数码化转型是航空货运日后发展的主要推动力。作为航空货运生态系统的关键利益相关者,ICA如何进行转型?ICA的数码化计划将如何让新加坡的航空货运界受益?

新通关概念(NCC)是ICA货物通关转型的核心举措,将专注于扩展无纸化、自动化通关流程以及检测能力的加强。目前,我们正在进行多个试点项目,包括货物许可证的无纸化通关流程、人工智能辅助图像分析以及用于包裹定位的光学字符识别(OCR)相机的开发。总体而言,这将提高通关效率,并减少关卡的等待时间,从而提高整体运营效率。
