The Truck Dock Slot Booking (TDSB) is a digital application designed to even out cargo lodgment and collection at Changi Airport’s air freight terminals. The application helps enhance landside visibility and reduce waiting time at the air freight terminals, thereby improving efficiency of cargo pick-up and lodgment. Since early 2021, the pilot group, which currently comprises of dnata, SATS, and 17 freight forwarders and trucking companies, has been working alongside Changi Airport Group (CAG) to finetune the initiative for eventual roll out to the wider air cargo community.

On 28 June 2022, Changi Airport, together with the pilot group, has successfully launched Phase 2 of the TDSB.

What is Phase 2 of TDSB?

With successful integration of shipment information into TDSB in second phase of the project, freight forwarders can assign digital rights of their shipments to outsourced truck operators. In turn, the truck operators can link shipments to their booked slots and collect or lodge shipments at the air freight terminals. They can also consolidate multiple shipments into one booked slot. With these enhanced features, TDSB will provide greater visibility and certainty for truck operators and cargo handlers.

TDSB第二阶段是什么?

在项目的第二阶段中，货运信息成功综合到TDSB里，货运代理可以将其货运的数码权利转让给外包的卡车公司。另一方面，卡车公司可以将货物连接到预订的时刻，并在装卸码头行货物交接。他们也可以将多批货物整合到预定的时刻。有了这些提升的功能，TDSB将为卡车公司和地勤公司提供更大的可视性和确定性。

CAG has also been working closely with the pilot group to embrace TDSB as a new process and implement change management within their organisations. Change management workshops were conducted with our pilot group to understand the challenges they face in implementing TDSB. During these workshops, the pilot group exchanged ideas on effective ways to train and engage their staff and contractors on TDSB.

In preparation for the launch of TDSB Phase 2, user trainings were conducted in June 2022 to familiarise the pilot group stakeholders with new features in the TDSB.

With close collaboration from air cargo stakeholders, we are confident that the TDSB application will allow Singapore’s air cargo industry to reap benefits of improved visibility of freight activities at the air freight terminals, process efficiency, along with time and cost savings.

Together with PSA Cargo Solutions and Singapore Airlines Cargo (SIA), Changi Airport Group (CAG) participated in the first edition of LogiPharma Connect Asia between 21 to 22 June 2022. The event was well attended by representatives of pharmaceutical manufacturers, pharmaceutical distributors, freight forwarders, airlines and solutions providers.

The three parties jointly participated in a panel discussion “Supply Chain as a Differentiator: Leveraging Multimodal Solutions in Singapore for Resilience and Sustainability” on the first day of the event. During the session, CAG shared how Changi Airport became as a major air conduit of pharmaceuticals and medical supplies in the region during the pandemic, and how the Changi air pharma community has kept up with the evolving pharmaceutical supply chain demands. SIA shared how the airline continued to ensure high standards in their cool chain handling and transportation processes, despite the increased volume of pharmaceutical shipments during the pandemic.

PSA spoke about how PSA Cargo Solutions handled the recent supply chain disruptions by offering value-added services such as priority discharge for enhanced cargo flow. For reefers, PSA Singapore is able to offer a service whereby reefers are transferred from vessel to yard within a 30-minute power down duration, which is particularly important for pharmaceutical cargo that is temperature-sensitive.

The panel discussion generated interest from the audience to learn more about Singapore’s multimodal capabilities, and how the airport and seaport could collectively offer a comprehensive multimodal transportation solution to the global pharma industry, which will help cargo owners to manage costs, add resilience to their supply chains, and reduce their carbon footprint.

Singapore – India Air Trades and Connectivity

In 2021, India is Singapore’s 5th largest air cargo market registering around 100,000 tonnes of cargo. Singapore’s top Indian air cargo markets by imports and exports were Bangalore, Chennai, Mumbai and New Delhi.

As of May 2022, Changi is connected to 14 points in India (Changi was linked to 15 points pre-Covid), of which 3 cities (Bangalore, Chennai and Mumbai) are linked by freighters.

State of the Indian Air Cargo Industry

According to Airports Authority of India, India’s air cargo market registered 3.2 million tonnes in FY22 (ending March 2022). International air cargo made up majority of air cargo traffic (63%). Particularly, India’s air cargo exports saw a surge of 18% year-on- year growth.

From FY15 to FY19, India’s air cargo traffic grew 7.6% per annum with pharmaceuticals, perishables, automotive and electronics being the largest contributors. Compared to ocean freight, airfreight constituted 30% share of India’s international trades by value, despite having only 5% share by volume.

Majority of India’s international cargo volume (78%) in FY22 were handled by the six Tier 1 airports, with Delhi having the highest share and Mumbai in second place. Other Tier 1 airports include Chennai, Bangalore, Kolkata and Hyderabad.

The Indian Government and most Indian airlines in the past two years have increased their attention on air cargo, as a result of the Covid-19 pandemic. The Directorate General of Civil Aviation (DGCA), for instance, has established the Air Cargo Logistics Promotion Board (ACLPB) to boost the nation’s air cargo throughput, with a target annual air cargo tonnage of 10 million tons by 2027.

受冠病疫情的影响，印度政府和大多数印度航空公司在过去两年中对航空货运提高关注。例如，印度民航总局(DGCA)已成立航空货运物流促进委员会(ACLPB)，以提高该国的航空货运吞吐量，目标是到2027年实现1000万吨的航空货运吞吐量。

India’s Pharmaceuticals Sector

According to Invest India, the Indian pharmaceuticals market is valued at US$42 billion in 2022 and is expected to reach US$65 billion by 2024. Pharmaceuticals accounted for 5% of India’s total exports in April 2022, but 60% of the world’s vaccines and 20% generic drugs. The Indian government has a goal to boost India’s share of global generic drugs to 40%. The largest pharmaceutical export market is USA, where India holds a market share of about 40% of generic drugs. This is driven by the highest number of FDA compliant manufacturing facilities outside the US, and low-cost generic drugs. According to Auctus Advisors, there are five main pharmaceutical manufacturing hubs in India (Refer to map below) and the key air pharmaceutical export gateways include Delhi, Mumbai, Bangalore and Hyderabad.

Opportunities of the Indian Air Cargo Market

Given the national target of 10 million annual tonnage by 2027 set by the Indian Government, the India Air Cargo market is expected to be on a growth path. With the increased focus on pharmaceutical exports in India and the cold chain capabilities of the Changi Air Pharma community, our partners could focus on capturing the pharmaceutical flows from India into Southeast Asia and Southwest Pacific through Singapore, including higher-value cold chain pharmaceuticals such as vaccines and biopharmaceuticals.
