As the front-runners of Covid-19 vaccine ramp up efforts to seek approval globally for their products to be used in each jurisdiction, the pressure on global supply chain players to effectively distribute these vaccines in a timely manner continues to mount.
Each vaccine platform has different product temperature. For example, the Pfizer/BioNTech mRNA-based vaccine against Covid-19 – which has proven to be 95% effective1 – is to be stored at -70 degrees Celsius. The Moderna vaccine, on the other hand, is to be stored at -20 degrees Celsius.
As a key pharmaceutical and cargo hub in Asia Pacific, Changi’s air cargo community recognises the importance of delivering these vaccines into Singapore and the region with the highest standards of security, transparency, agility and reliability. A few months ago, the Changi air cargo hub has been readying for the effective air transportation of Covid-19 vaccines.
Joint local taskforce to address risks and challenges
Co-led by Changi Airport Group and Civil Aviation Authority Singapore, the Changi Ready taskforce, comprising key air cargo industry members (such as ground handlers, airlines and logistics partners) and relevant government agencies, was established to pre-identify potential risks and bottlenecks during the air transportation of the vaccines and address these issues through mitigating measures. The taskforce has also formed separate workgroups to create transparency on Changi’s cool chain infrastructure & capabilities, step up processes and enhance data visibility, all of which to ensure that the Changi air cargo hub is prepared and ready for the effective, safe and reliable transportation of vaccines.
Providing an unbroken cool chain environment in Changi
A key aspect of Covid-19 vaccine distribution would be to maintain the cool chain integrity of the shipments throughout the airport environment. To this end, key players such as dnata and SATS have invested in the necessary infrastructure and equipment to provide for a temperature-controlled environment for temperature- sensitive shipments throughout the airport cool chain. In addition to their cold rooms with adjustable temperatures, ranging from -25 to +25 degrees Celsius, both handlers have also rolled out cool dolly services to enhance their respective cold chain handling capabilities. These temperature-controlled containers, allows for temperature-sensitive goods to be moved across the airport through an unbroken cool chain, from their cold rooms to the aircraft and from the aircraft to its intended destination with the highest level of cold chain integrity.
Handling vaccines which require frozen or deep-frozen transportation environment may require the use of dry ice. Changi’s cargo handlers have ready access to dry ice to cater to such shipments, along with trained personnel to handle them. In particular, SATS has the capability to produce up to 4.5 tonnes of dry ice per day. In addition, both cargo handlers are accredited by active container manufacturers. More recently in November 2020, Singapore Airlines was the first carrier in Southeast Asia to attain Envirotainer’s Qualified Envirotainer Provider Training and Quality Program (QEP) accreditation.
Global collaboration for Covid-19 vaccine distribution
Beyond local collaboration, Changi Airport and SATS are also part of a global taskforce – Project Sunrays, with the aim to provide timely and verified information for pharma industry and air cargo stakeholders to support them in their planning and decision-making process. The taskforce, jointly formed by The International Air Cargo Association (TIACA) and Pharma.Aero, has since published an industry white paper detailing the findings on Covid-19 vaccine transportation requirements. The taskforce aims to also establish guidelines for the air cargo industry to ensure the proper handling, storage, and transportation of the expected high volume of Covid-19 vaccines to be transported globally.
The above efforts aim to solidify Changi’s position as a regional pharmaceutical air cargo hub. On 22 Dec 2020, Changi air cargo community rose to the occasion with the successful air import of the first batch of Pfizer-BioNTech Covid-19 vaccines. This is a significant milestone in our fight against the deadly pandemic as the community continues to work closely to ensure the timely and effective distribution of the vaccines into Singapore and the region.

提供不间断的机场冷链环境

In boosting resiliency and competitiveness of Singapore air cargo hub, Changi Airport Group and our key cargo partners are working together on a digital transformation journey to enhance collaboration within the air cargo industry.
In October 2019, Changi organised a design sprint workshop (CargoDiGi-COWorkshop).The ‘CO’ represents a vision to Connect, Community, Collaborate and Co-create with our stakeholders to build a stronger air cargo community. At the workshop, stakeholders representing the different air cargo supply chain nodes came together to discuss perennial bottlenecks that our community has been facing. Together, we ideated use cases which could alleviate these issues and create new opportunities. The goal was to enable digital collaboration to improve operational efficiency and enhance supply chain visibility for Changi Airport.
A good case example of how a community data-sharing platform and its applications have benefited its air cargo community is Brussel Airport’s BRUcloud. BRUcloud enables the key cargo stakeholders to gain greater shared insights on cargo flows, allows end-to-end tracking of processes, and as a result, streamline operations. With BRUcloud, stakeholders can continuously enhance and build on the ecosystem of applications to strengthen their cargo handling abilities.

In June 2020, the Changi Air Cargo Community System (ACCS) was officially launched. The Changi ACCS is an open ecosystem of collaborative and community-based applications underpinned by an information-sharing platform that aggregates data from all parties involved in the cargo handling process, to optimise operational efficiencies and enable end-to-end digitisation of the air cargo supply chain. This initiative is aligned with Singapore’s ambition to develop Singapore as a global leading logistics hub, and to create a vibrant, smart and quality air hub, supported by operational excellence and innovation.

Among the list of community-generated ideas during the design sprint workshop, the Community Insights, and the Truck Dock Slot Booking (TDSB) applications were prioritised as the first two use cases for introduction into the ACCS. Users of ACCS can already access Community Insights, while TDSB is currently undergoing a trial amongst a pilot group.
In the meantime, Changi has started engaging relevant industry stakeholders for the next wave of potential use cases to be introduced in the ACCS.
Community Insights application
In response to Covid-19’s disruption to supply chains, the Community Insights application was launched in the ACCS to provide greater visibility to the air cargo community. The Community Insights dashboard provides our cargo stakeholders with updated cargo traffic data, trends, and forward flight schedules for our users to better plan resources.

Truck Dock Slot Booking (TDSB)
The Truck Dock Slot Booking (TDSB) application aims to even out cargo lodging and collection to and from the cargo terminal for cargo handlers, freight forwarders and truckers, leading to resource optimisation, improved ground efficiency and enhanced visibility. A pilot group comprising of dnata, SATS, freight forwarders (Agility, Alliance 21, Cargotec and DHL Global Forwarding) and partner trucking companies, is trialing this initiative. The trial began in November 2020.
Agility is aligned with Changi Airport’s objective to improve overall efficiency through digitisation. Along with making truck slot timings more transparent and measurable, processes can be standardised and improved. At Brussels Airport, the introduction of a similar truck slot booking application on BRUcloud has helped to smoothen peaks and minimise waiting times. One of the cargo handlers even reported a productivity improvement by 33%1 through the use of the application.

Chinese express carrier YTO Cargo Airlines joined Changi Airport’s family of freighter operators when its inaugural flight landed at Changi Airport from Hangzhou in the afternoon of 2nd November 2020. The launch of thrice weekly services between Singapore and Hangzhou expands much-needed capacity to meet demand for airfreight amid the Covid-19 pandemic.
Alibaba’s logistics arm, Cainiao will utilise YTO Cargo Airlines’ services for the transportation of e-commerce shipments. The direct airfreight route between Hangzhou and Singapore will improve Cainiao’s stability and efficiency in achieving its goal of global delivery within 72 hours in Southeast Asia, amid a surge in cross-border e-commerce orders. The timely launch of the new flights also caters for the expected increase in air cargo demand during year-end online shopping festivals such as Singles Day.
Mr David Su, YTO Cargo Airlines’ Chairman said, “We are delighted to launch our newest route to Changi Airport, together with our shareholder and core strategic partner Cainiao. Singapore is one of the key hubs in the Southeast Asia market, while Hangzhou is the cradleland of e-commerce in China. We are committed to responding to customer demands by providing five-star service and supporting bilateral trade between China and Singapore.”
